Réunion FISLY
« le: 07 janvier 2016 à 11:45:58 »
Salut,

FISLY ANNEX n.13
REGULATIONS FOR START CLASS 7 AND 8

3. THE FLYING START WITH ONE LINE (Class 7 and Cool

3.3.3
The 5 minutes signal
At 5 minutes to the start, the sailing master gives the 5 minutes signal a loud sound signal and a
shout. After the 5 minutes signal the pilots are forbidden to cross the start line, in case of
crossing, the pilot must return behind the start line without passing through the markers at the extremity of the start line without causing trouble to the other pilots and without any right of way until this pilot will cross correctly the start line. The start flag (blue) will be placed on the start line 5 minutes before the start.

Should the word ‘without’ (as shown above in red not be in this paragraph?) Otherwise it reads that the offending pilot should cross the start line between the markers, in the reverse direction, against all other pilots about to start!

3.3.4
The 1 minute signal:
At 1 minute to the start, the Sailing Master gives the 1 minute signal with a loud sound signal
and a shout.

As visual indications have precedence over audible signals, more especially now that all pilots are required to wear full face helmets and hearing can be more restricted, is it not preferred that we have a visible indication of the 1 minute signal?
(In Scotland, we raise the Blue flag lifted from the start line, to the vertical/perpendicular position, at the 1 minute signal)

3.3.5
The preparatory signal:
The preparatory signal is given 10 seconds before the start. The blue start flag is raised and the
Sailing Master shouts the count down.

Again, as visual indications have precedence over audible signals, more especially now that all pilots are required to wear full face helmets and hearing can be more restricted, is it not preferred that we have a visible indication of the 10 second preparatory signal?
(In Scotland, we lower the Blue flag from the vertical/perpendicular position, to 45° from the vertical/perpendicular at the start of the 10 second countdown shout)

3.3.8
The pilot crossing the start line, in the 5 minutes before the start, will be given a penalty point.

It would be better grammatical ‘English’ to say Any pilot crossing the start line, ….
Should it not also state “in either direction” in the 5 minutes before …., that way it makes late arrivals go around the extremities of the start line and not just ride straight into the starting fleet, as a certain pilot did at the last Euros?

As visual indications have precedence over audible signals, more especially now that all pilots are required to wear full face helmets and hearing can be more restricted, is it not preferred that we have a visible indication of the 1 minute signal?
(In Scotland we raise the Blue flag lifted from the start line, to the vertical/perpendicular position, at the 1 minute signal)

RE - Flags

I always thought the ‘Helicopter’ flag was agreed as a two part triangular Red/Yellow like the turning marks but with Red and Yellow colours, not two rectangles?

FISLY ANNEX n.15 RACING RULES FOR CLASS 8

2 GENERALITIES AND CIRCUIT RULES

2.1.3. Markers on the circuit.
It’s forbidden to make contact with flags, parakarts, lines, kites or any kind of marker.

Again, from a grammatically correction it would read better English as follows;
“It is forbidden to make contact with any flag or course marker, with any part of the - Pilot, Parakart, control lines or kite.”

As the above is ‘Forbidden’ should there not be an award of 1 penalty for doing so?
It only states it is forbidden, there is no explanation as to what happens if it is contravened.

2.4 Scoring
2.4.1. Scoring woman / ladies
The woman / ladies that participate, will always have their seperate scoring.
2.4.2 Scoring men
The men that participate, will always have their seperate scoring.

As an alternative description under a new 2.4 Scoring heading;

“All race results will be presented in two sections, one section listing the finishing order of the female competitors and one section listing the finishing order of the male competitors.”

From re-reading the ISSR’s yet again: - Given that the alternative form of control systems are being more widely used, I think the following should be addressed;

FISLY ANNEX 2 F
CLASS 8 SPECIFICATIONS

ART. 3 KITES AND LINES

3.2 Connection
The fly lines must be directly connected to the handles and the kite, with nothing between.

If the use of a bar for control of the kite is to be permitted then this article requires to have the words “control bar or” inserted before the word ‘handles’. So that it reads thus –
“The flying lines must be directly connected to the control bar or handles, and the kite, with nothing in-between.”
(Italics are added for corrected grammar again)
(EDITED TO SHOW ITALICS.)

Onderwerp: FISLY - Survey concerning ranking of pilots who abandon a race

Dear Land Yacht Pilot,

During the International Race Director and Jury Seminar end of January in Gravelines we talked about the effects of ISRR (RIRC) rules 21 and 23 on how abandoned pilots are ranked after a race. (We talked about a lot of others things too, rest assured).

While we were having an interesting discussion on the pro's and con's of several solutions, we didn't reach an agreement. That's why we decided to ask you, Land Yacht Pilot, what you think about this.

How do you think pilots who abandon a race should be ranked?

Please follow this link to the survey (only 1 question):
https://docs.google.com/forms/d/1aMYl96DJA048cfi0ZceI2fKjJ9A-j-LzVRgEI7I2WP8/viewform

(please forward this to other pilots you know)

Thank you in advance for your time.

See you on the beach!

ONDERWERP: Minutes of FISLY council meeting and seminar

Dear council member,

Take a good seat… as it will take you some time to read these minutes.
We have been working hard and we have discussed on many topics. This is
our work and also the result of the work at the seminar.

The proposals of the seminar will be put to vote in an Extraordinary
General Assembly that will be by an electronic vote at the beginning of
May.
Take a good look at these in your national federation and make sure that
someone is indicated to vote on behalf of your country on the electronic
vote.

Many kind greetings an good winds,
